What goes wrong here

  • Lead in the line from the street

The city banned lead water service lines in 1961, and DEP warns that older one- to four-family homes may still have them. DEP’s NYC Service Line Map shows the recorded material, and the owner is responsible for the whole line.

  • Oil burners on the hillside blocks

Fuel oil still heats 11.2 percent of occupied homes in ZIP 10301, against 1.8 percent in the South Shore ZIPs 10309 and 10312. Switching to gas means a National Grid service line and meter before a gas boiler can be fired.

  • Old paint in rented apartments

Under Local Law 1 of 2004, owners of rental buildings put up before 1960 must presume the paint contains lead and repair peeling paint under lead-safe work rules.

  • Landmarks rules on the hill

Part of the area lies in the St. George/New Brighton Historic District, where exterior work needs a Landmarks permit even on a side hidden from the street.

Getting to you

  • Walk-ups and steep streets

On the hillside blocks, stairs and parking decide how equipment gets in, so tell us the floor and whether there is a super to call.

Around the neighborhood

The free Staten Island Ferry runs between the St. George Ferry Terminal and Whitehall in Lower Manhattan; NYC DOT maintains both terminals.

Silver Lake Park sits between Forest Avenue, Victory Boulevard and Clove Road. Its lake became the end point of the city’s Catskill water supply in 1917 and held drinking water until underground storage tanks took over in 1971.

Questions from St. George homeowners

Is my water safe if the house has a lead service line?

DEP says city water is virtually lead-free when delivered; lead comes from pipes and fixtures in a building. Until the line is replaced, DEP suggests running the cold tap in the morning until it turns colder, and a free test kit is available through 311.

Is it worth converting the oil boiler in a prewar house?

Often, where National Grid has a gas main in the street: the house then needs a gas service line and meter, and the chimney is checked for the new flue. Where gas is not on the block, a heat pump is the other route.

My house is in the historic district. Can the boiler or water heater still be replaced?

Yes, with a Landmarks permit. In a historic district, interior work that needs a Buildings permit also needs one from LPC, which offers an expedited permit for some interior-only work; a new flue, vent or louver on the outside counts as exterior work.
